The first few words of the song are in Telugu (with very bad accent).
Bakkamma is the name of Helen and Venkanna is the name of the Mehmood
character in the song. THey are both saying where are you going, come here.
Ha ha! I love to see these cross cultural/language songs. THe other one is
Ramaiya wasta vaiyah by Shankar Jaikishen.

@shekarman Dear friend, the starting words may be of very 'bad accent' in
this song. But, in our Country every state and province has their very own
way of pronouncing and speaking locally. That is, the educated speak in a
cultured manner,i.e., in a 'Prakruti' style, and where as- the villagers
they speak in their very own manner, i.e., in the 'Vikruti' (in Hindi-
Dehaati languange) style. So, there is no need to wonder about the language
or about the accent or of its culture.

- My dear friend, just thought of adding few words on this wonderful song!
Recently I watched a video here at You Tube, Rafi performing this song live [in a Shankar Jaikishan live concert] and at the beginning, the words "Bakkamma O Bakkamma, Yemi Ha Ha Ha.. " were sung by non other than Mehmood himself.
I wonder whether here in the original song too that part was sung [humorously] by Mehmaood himself.
By the way, I do not know Hindi or Urdu, I am afraid.

1) @yuanyuanyuanyin Dear friend, the starting words in this song are from
one of the Telugu language from a region called Telangana in the
State/Province of Andhra Pradesh in India. Here in Telengana region the
language is pronounced in a 'Vrikriti' manner, i.e., like a 'Dehaati'
language in North India. But pure Telugu is a lanuage which is somewhat
like Sanskritized in character and in nature and is used only by the
Priestly class or well read and well educated persons of Andhra Pradesh.

2) @yuanyuanyuanyin And so, the words here in this song is also been
wrongly typed as- 'Bakkamma Bakkamma ekada potavuara.yenkamma yenkamma
ekada potavura...' Infact, Mehmood too being a man from Telangana region
(though he may be Hyderabadi but the Hyderabad city still falls in the
Telangana region only) has included the Telanagana words which is
-'Bathakamma...Bathakamma.Y­enkanna.Yenkanna...' to get a humour and
a comedy in the above song in the movie- 'SATRANJ.'

@vprkartik108 I did not use "bad accent" in a derogatory way -- just
describing it from my perspective since my mother tongue is Telugu and I
would say if you use the word "Poto" for "Potavu" is a bad accent. I have
not heard Hyderabadi Telugu in a long time and may be you are right about
this usage. Anyway, I was not wondering about anything about the language,
accent or culture.

@vprkartik108 BTW, I have never heard Prakruti and Vikruti described the
way that you are doing and ascribed to languages. Prakruti in a language
describes a regional and "lower" level language (this is distinct from
Sanskrit). Vikruti is a term used in Ayurveda to describes a discrepancy
(from the norm or the proper). Thus even according to your system, my use
of the term "bad accent," would be acceptable.

It is " Bakkamma " only, not Badkamma ( Badkamma is used in Film Raj Kumar song-Naachere man Badkamma ) . Ekkada pothaav raa means " where can you go " . Bakkamma and Enkanna is the pair here.
